AIX hereby informs Market Participants that SGSS Russia (Rosbank) has been appointed as a Settlement Custodian for the settlement of the Ministry of Finance Eurobonds trades. AIX Market Participants who intend to trade the Ministry of Finance Eurobonds must open cash and securities accounts with ROSBANK by signing the following agreements: – “Custody Agreement”, if opening a house account; or – “Foreign Nominee Holder Agreement”, if opening agency account on behalf of clients.

Market Participants shall fill the “Application for Accession to the Procedure of conducting the DVP (Delivery Versus Payment) Settlement in Securities with PJSC ROSBANK” (see Annex 3 to the Procedure of conducting the DVP (Delivery Versus Payment) Settlement in Securities with PJSC ROSBANK) set forth at the following link: http://www.custody.ru/files/ru/docs%20depozitariy/Reglament%20DVP/Pril_3_Zayavl _o_prisoed.doc.
In addition, Trading Members who intend to trade the Ministry of Finance Eurobonds shall, pursuant to paragraph 3.2.1. of Rosbank rules, appoint AIX as a Custody Account Operator. The appointment of AIX as a Custody Account Operator shall be made by signing the “Order about Account Operator / Custody Account Trustee appointment” (appendix 7.2. of Rosbank rules) and by signing Power of attorney. Orders and Power of attorney should be signed for each newly opened account to be used for the trading of the Ministry of Finance Eurobonds. By signing these orders, AIX shall be appointed for: – sending settlement instruction and Cash transfer one-time instruction, and – receiving all reports from Rosbank.
Power of attorney can be withdrawn by Trading Members, by sending notification to Rosbank and AIX. Notification to AIX can be send via email ([email protected]) or on hard copy. Notification to Rosbank can be send via email (according Custody Agreement” or “Foreign Nominee Holder Agreement”) or on hard copy.
Trading Members who intend to trade the Ministry of Finance Eurobonds shall provide AIX with a confirmation of settlement arrangements for Ministry of Finance Eurobonds settlement (see Appendix 1). Afterwards, Trading Members will be granted the access to AIX SFTP server.
