ISIN, CFI and FISN Assignment by AIX Registrar 

AIX Registrar is designated by the Astana Financial Services Authority (AFSA) as the National Numbering Agency (NNA) for the Astana International Financial Centre (AIFC). 

As a partner of the Association of National Numbering Agencies (ANNA), AIX Registrar assigns and maintains internationally recognised identifiers for financial instruments registered within the AIFC: 

  • International Securities Identification Numbers (ISINs); 
  • Classification of Financial Instruments (CFIs); and 
  • Financial Instrument Short Names (FISNs). 

Commencement and legacy identifiers 

Assignment of identifiers by AIX Registrar commences on 12 January 2026. From this date, all newly assigned ISINs are issued using the “KZQ” country code prefix. 

Identifiers assigned prior to this date continue to be maintained by the relevant legacy numbering authority. 


Who may apply 

AIX Registrar assigns ISIN, CFI and FISN to: 

  • issuers seeking listing on AIX; 
  • issuers of unlisted securities in accordance with the AIX Registrar Rules; and 
  • AIFC participants requesting identifiers only, without opening an account or using registry services. 

How to apply 

Applications for identifier assignment are submitted to [email protected] using the relevant AIX Registrar forms published on this website. 

  • Issuers seeking listing on AIX may apply after completion of the AIX review and registration of the securities issuance by submitting Form-1
  • Issuers of unlisted securities may apply after registration of the securities issuance with AIX Registrar by submitting Form-2

For KYC purposes, AIFC participants requesting identifiers only are required to provide: 

  • articles of association; 
  • certificate of incorporation; 
  • ownership structure up to the ultimate beneficial owners (UBOs);  
  • identification documents of directors and UBOs; and 
  • any other documentation as the case may be. 

Fees and timing of assignment 

Fees are charged in accordance with the AIX Registrar fee schedule published on this website. 

Identifiers (ISIN, CFI and FISN) are assigned together following completion of the application and due diligence process and, where applicable, payment of fees. Assignment is completed as soon as practicable and no later than seven (7) business days from receipt of a complete application or payment, as applicable.
